Some cities are making plans to charge users directly for using roads.  This could either be a toll charged on everyone who drives on certain roads or in a center city (which might be different at different times of day) or an extra charge for using faster lanes.  Is this a good solution to the problem of traffic jams?  Please do not simply say Americans would not stand for it--would they be happier with a dramatically increased gas tax?  Is this approach fairer or less fair than other alternatives?
