inventing something very new
he was working for CERN, had to find a way to make it appropriate to his job
working at CERN he got to experience a lot of technologies and issues
didn't have resources to go out on his own and venture capitalists would have been dubious

this was a very different kind of thing:

• wanted it to be completely decentralized and unstructured
  
• Berners-Lee wanted information to be free--this was a radical idea
• he wants everyone to be able to add their own information to the web
• everyone can express themselves
• flood of information
•
